I used to think I knew the answer to this....but I don't. Success and happiness is not measured by salary or education.
There are many ways to live life.
If he is looking for financial success, the above advice all works. Finding a mentor would also help.
Things will work out. He will have to be patient and stay clear of vices. Something will eventually click in his favor.

+1 for the military. If he comes from not the best environment, I’d gather there are a few bad habits that he may have unintentionally picked up that may prevent him from fully realizing his potential. I think the military would be good to break some of those habits. Instill some things like discipline, perseverance, and a go getter attitude along with the obvious other benefits (healthcare, insurance, education, etc.)
Also, I would recommend that he join a local Toastmasters club. I think membership is somewhere around $30 a year. The ability to communicate and to do so in a way that is both intelligent and articulate will open a lot of doors that are quite frankly closed to a lot of people from low income backgrounds. A black man that can speak well, can walk into a lot of things, and I can personally attest to that.
The biggest thing he probably needs to address first are the character traits. People don’t do well in school not because they are not smart, it’s because it’s a combination of the system not being set up for them to succeed and also because they didn’t learn early on what was needed to be successful - discipline, preserve, consistency, etc. If you have grit and a tutor, you can do fairly well in school. I only say this for him not to discount college.
Other than that, I think most guys have mentioned that going the trade route or possibly a coding boot camp may be lucrative choices considering his options.

I always had a side hustle, back then more grey area type stuff really. Just kinda parlayed that into po hustling, cutting grass, junk hauling, then I parlayed that into prop management/ turnkey type stuff and now I’m jumping into houses. And I’ll sell anything, so the junk/turnkey shyt ended up getting me into some whole other shyt too. Started off selling what I came across, now I just look for the source and go find somewhere to sell it. I ain’t trying to be rich or have a brick and mortar with a payroll. I’m a solo enterprise all day and I run thru low COL spots with no dependents, if I can hustle up 60-80 a year out here for the rest of my days I’m more than Gucci. For how I grew up, I’m not supposed to be alive or free, so this shyt is all a Win to me.

Honestly, he needs to get it together. He hasn't been able to hold many jobs steady. He is delivering pizzas now and I tell him he needs to get a trade which he tried (carpentry) until he got kicked out of the program for fighting. I am going to just let him figure things out right now, he is taking care of his mom as well which is hard but he is slowly getting more focus in his life I hope. He didn't seem keen about maritime, despite getting interviews and job offers, so I am not pushing it right now.
