I am assuming a 'treadmill' team is a team that is neither terrible or great.
I wouldnt consider a team that goes to the 'ship every couple of years to be a treadmill team
It's harder to do in the NFL because a team can go 11-5 one season and 5-11 the next season but in the NBA it's almost tied into whose your teams best players
That's the thing about the NFL that parity is awesome...a team like the Rams can go from 2-14 to 12-4

the team hasn't made the playoffs in 10 years. That's not a treadmill. That's just straight up ineptitude. You're confusing a treadmill team with a team that inherently can't compete.
