I'd like for at least the USA to have the dominant hand in Africa.

Africa is not a worthwhile pursuit.

The idea is that you (China primarily) build their consumer class while outsourcing labor to them but with billions of young people (with no jobs on the horizon) and in the face of climate change and the inevitable war for vital resources....its a pipe dream. The cost and time to build it up will be a wash once stuff starts to really get real. I expect more insurgencies than some spread of development in the motherland sadly.
