IMO - Rescinding the memo was a legal move to stave off the courts, but the Trump full intends for his policies to be implemented.

And of course none of that makes sense - but nothing they do makes sense - and it's not supposed to make sense

If you'd read the article, the freeze isn't dead. The administration rescinded the memo to clarify the language in order to end the lawsuit. A Federal judge blocked the action until at least Monday. We're not out of the weeds on anything with this. Nothing is dead. Not even close. Too soon to declare, "ain't no damn freeze."
