Me personally I never liked gta iv and since gta 3 came out, iv is the only one i never beat. Vice and liberty city stories included. I may be in the minority but gtav is my favorite besides san andreas I've beat 5 about 3 times now.
How do you know this is true?
Do you have insider knowledge about Take Two? 
Did you factor in that they now have to develop for the Scorpio and Pro alongside base consoles?
They could have several games planned, just one or none at all, no one knows. You have a odd sense of entitlement because they haven't dropped a game in a generation that's still young. Rockstar is known to have multiple studios working on one project while working on their other titles in secrecy.
Their output is at an all time low while their income is at an all time high.How do you know this is true?

So rockstar is the only studio that has to do that? Other studios do the same shyt and actually release games.

Thread is 100% truth, they used to be a lot more regular with their releases until they discovered they can make a title and just milk it's online with DLC.

So yall would rather them pump out 2 to 3 mediocre games a year instead of taking their time with 1. This aint ubisoft

The output is low because they don't have the amount of studios they had before. They downsized and they don't publish games for others developers like LA Noire and Max Payne anymore. They make their own in house game engine which requires money. They can't afford to make more games because they have to keep people employed and investors happy which means bringing money in.
Midnight Club isn't doing One Direction numbers. Look at Need for Speed series, no one is checking for racing games like that anymore. Max Payne 3 didn't even sell units how they wanted to.
Big difference between ps2 era and now breh. Plus they only have 2 or 3 studios now thats spread out on working on bigger games
