It would be the same as firing him basically. It would be an impeachable offense, but he wouldn't be impeached for it. Congress would just pass some kind of law that forces Rosenstein or whoever to give Mueller his clearance back. Trump wouldn't sign it so it would go into law by itself.
The other option is a Supreme Court battle between the Department of Justice and the White House. I don't see that happening though.

Pretty much my answer to all this shyt until 2020.
At this point, the Congress is complicit with it being under full Republican control and the sad thing is, even if Democrats won the Congress in full, I don't even trust them to impeach this dude. I don't think they can stomach the amount of rage they will stir up among Republican voters and will bytch out. Elizabeth warren on was on the Deconstructed podcast a while back and she was asked if Trump got rid of Mueller would she vote to impeach. Such a softball question for a liberal Democrat and she gave a bunch of non-answers to the question
So, at this point I've stopped entertaining the hysterics about what Trump will do and the prospect of consequences. He probably would do these things and people will give words about how bad it is but nothing will change.
The only true solution is for people to fukking vote and worrying about how to defeat the dude at the ballot box. Relative to that, all other shyt is inconsequential and unimportant. Dude isn't being impeached by 2020 and shyt I won't be surprised he wins relelection.

Dems are more than likely too puzzy to impeach Trump even if they do come back into power. I bet if they win the house they'll start talking about "bringing the country back together" and "healing" and shyt.
there are so many US Attorneys probably on this case and it has already reached so far that it would be an ungodly stupid move that wouldn't do much to actually benefit Trump at all.
