That is the $64,000 question. I don't think we find out until the Phantom Pain is released. There are conflicting stories about the timeline because Kojima kinda implied that MGSPO isn't apart of the storyline because he didn't direct it, but it kinda fits although the events are not recognized in MGSPW or MGS4. We'll have to wait to see how Kojima fills in the gaps(or fix the plotholes) between what's suppose to be the 70's-80's part of the timeline which includes Peace Walker and the beginning of the "Les Enfant Terribles"/Perfect Soldier Project.

I thought it was for the original intent from stopping soldiers from being ordered to die by governments. The same governments that covered up or used the soldier's deaths for political gain. That's why Boss had to die for America.

It was only then that he came to understand what had transpired. He
understood why everything had fallen into place the way it was. He
understood the boss's mission. He realized that the country she swore her
life to threw her away for its own sake. To a nation, her loyalty was an
asset, and her self was expendable.

Outer Heaven was built for warriors in a world where they were slowly
becoming unwanted.

times changed but soldiers did not. Big Boss had always been a solider.

This is some ill shyt if you think about what has been going on with soldiers coming home from war.

yeah. It's a place for soldiers to go who don't want to die for a country that doesn't give a shyt about them and who don't want to wind up like homeless war veterans or victims of the latest VA scandal...

but who still want to be soldiers.

But you can't be a "soldier" in times of peace(I call this Heero Yuuy Syndrome) , so they sell themselves to the highest bidder.

Big Boss wanted to create a world where soldiers could thrive. Always fighting, always killing, always on the battlefield.

All the rest of that philosophical garbage that's thrown on top of it is really just shytty icing on a cake; him trying to rationalize and romanticize what he was really feeling.

And that's where the confusion sets in.

He wanted to create a state of perpetual war so he and people like him could always be on the battlefield.

The Boss wanted peace where everyone were equals.

The Patriots wanted to be the first amongst equals in times of peace.


Basically, Big Boss wanted to make a world where he could get away with shooting, killing and blowing up shyt when he wanted to, not when a country wanted him to.... where afterwards he'd be thrown in the bushes..

Outer Heaven is just the place he created where psychopaths, sociopaths and wolves (thin the herd, cull the weak) like him would go where they weren't bothered by pesky things like NATO rules.

So basically its a PMC for soldiers who still wanna be soldiers but fight on their own terms. A standing army with no nation to order them to fight that picks and chooses their own battles.

Perhaps because I'm not a soldier that idea sounds absurd. Who really wants to fight and die on a battlefield for the love of fighting and dying? Wars exist because of nations, ideologies, and religions.

You'll be surprised how many people get into the armed forces just for the chance to carry a gun and/or to be able to legally kill someone without reproach or consequence. Ideologies and politics be damned.
