I just thought of something. If prop values in.bad places are low. Can't black families buy houses at a better rate?

The people who have no choice but to live in these areas do not have the capital or credit history to buy a house. Its how cacs are gentrifying cities nowadays. They were able to buy these properties since most people in the hood are renters.
