It's genetics and nothing else imo, because there is no one way to be "black" on a cultural/social level

It's a combination of things, but I think phenotype is the most important. IMO, a person could be, say, 75% black genetically, but if that person is pale skinned, blonde hair, and blue eyes, they're white not black.
