My house has spray-foam insulation with energy efficient windows. Not much heat gets in.

Or you just live somewhere cold.
70 is pretty standard, but I couldn't imagine having the temperature at 68 or below all dayespecially since if I'm not dressed

I live in NJ so, yeah, I live in someplace cold. Any temp above the mid-/high-60's is an indication of one or more issues that I described earlier.
Then you've never been in a home or business that was a) properly air-sealed/insulated, b) had properly sized heating equipment, or, c) had an uncompromised distribution system for heat delivery. Another thing that could be wrong is the placement/age/accuracy of the thermostats(s) giving incorrect readings.
