What's the True Justification for WHY they don't turn Roman heel?

So I read last night he returned in a houseshow and saved Dean, the WWE Champion, from a beatdown by Seth and he tweeted. Start Over. Same Goal. #TheTopGuy or some shyt like that. Now....all of you have to if they really want this guy to have that belt, is FLIP HIM, and use the reaction as the fukking reason. Why do you think they're so against heeling him? He doesn't bring in crowds, his merchandise is not bringing in any all time numbers, etc. So what is it?

Vince wasnt in charge of the Rock push...Rock went to JR post Mania 13 and he turned heel that summer after his brief injury time out. Rock was a midcard guy in the IC cards...they had no clue he would baloon up to being an ALL TIME great on mic in under a year.
