IMO raising the minimum wage helps workers whose wages are raised, and hurts people who are not hired (or lose their jobs) because companies cut back on employment. While lowering the min wage enables employers to higher more employees.

edit: and increasing the minimum wage has a positive or negative effect on the labor market depending on where the minimum wage is relative to an actual living wage.
