Houston, El Paso, Phoenix are all good cartel cities. If they had all three and maybe San Diego it could work. I think a cartel story would be pretty cool.
Well, they already did San Andreas and Liberty City in the HD Universe. So Vice City has to be next in line...shyt, this thread makes me want to break out my ps2 and finish Vice city and San Andreas now lol.

Back in Vice City(Miami). Modern day Miami has a lot to offer in crime and plus there are still a lot of Cartel cells in Miami.
