In a nutshell why Miami is an iconic city for GTA and why it is a must:

No they need to do Florida/Vice City. That city offers a lot in crime. Miami is still awash in drugs and still one of the main ports of for drugs entering the USA. And lets not forget Miami has one of the best nightlifes which has gotten better since the 80s along with festivals and rich tourist. But more importantly Miami has gotten bigger since the 80s.

Any city they do it in will have a lot of crime, the problem with Vice City is that the location itself isn't varied, that's part of why San Andreas and GTA IV are so highly respected, because there's just so many different environments built into those areas. With Vice City, you'd have the everglades which is and the city itself, Florida is just flat land with little elevation changes. If they can't work fictional islands into it the game would get stale quickly, especially with Mafia III coming out set in New Orleans, which is also a lot of flat land, but that will get here first.

They had islands in the game Scarface the World is Yours so I think they can easily work it in a Vice City game. And also Liberty City was definitely not varied in different environment and was 100% urban and yet there was no problems. A southern Florida game would definitely be more varied than LC.

And nobody wants to see the game go back to Liberty City any time soon, personally I'm just tired of them recycling the same old locations, it's just them making the same game with new graphics. A new location would help, even DC would be better than Vice City to me.

That's why I say they should go global

London, Moscow, Rio, Mexico City etc.

With the success of Narcos why not a fictional Colombia with your rise to the top like Escobar, I don't know why they're so afraid to do something other than the US, it's a GTA game it's going to sell. And people love Narcos despite it having subtitles, which is something nobody would have thought Americans would get into.

Find a cities more iconic than those ones that offer a lot in terms of crime, popularity, influence, style,etc. That's what GTA is about, a parody of American culture especially American culture that is popping right now.

Actually ROCKSTAR would go straight ham on southerners in general and Texans in particular so I could definitely see a Dallas/Huston GTA that crosses back and forth over the mexico boarder. Matter a fact there is so much parody, politics, & crime in that scenario the mind explodes
