I tried to make it regional/popular. I could have split up Pennsylvania into east Pennsylvania to go with New Jersey and west Pennsylvania to go with Ohio.
There's only 15 options in polls.

Illinois like New York can carry itself.

Ohio, West Virginia, Kentucky and Tennessee in a grouping isn't bad because most will be in either Ohio or Kentucky.

It's not really random, random would be Ohio, Maryland, Tennessee and Illinois.
