Where does this myth that only NY Hispanics say the n word come from?

non-black people outside of new york may very well use the n-word but from what I've seen black ny'ers are the only ones tripping over themselves to give ny hispanics a pass to do so

Is this a coli point of view? Cause in real life blacks/Hispanics and the N word usage is the same everywhere especially diverse cities.
