So has the rest of the world. Relatively speaking Japan is more xenophobic and intolerant than all countries in the West. The same can be said of East Asian countries in general. They rank highly in every intolerance index out there, higher than the West every time.
Countries with more nationalism are generally more xenophobic which is connoted with intolerance if not an example of intolerance itself. I should add that the English were intolerant for 500 years and built an empire while other peoples did nothing.
Canada does not have the highest education and literacy rate in the world though.
