All time Jay has to be up there. The man has been blessed with some incredible and classic beats over the years. Right now cats like Jeezy Ross Future Drake etc. have a pretty good ear for production. Never understood how Nas didnt have a good ear for beats. It doesnt seem that hard but maybe he felt/feels he can rap over any beat.
