LaughsLikePac makes some good points though, let's be honest. Obviously being good in the ring is important, but you need more than that. You need a well defined character not just a CAW, you need to be good on the mic, you need good nicknames/catchphrases, memorable things that standout, memorable attire perhaps, a unique finisher, great theme music, personality traits that are instantly recognizable, maybe a great look or even better would be a different look etc etc.
Think of anyone in the top 20/30 all time and they have most if not all of them. Say Batista for example, he's good in the ring, had a good character, was great on the mic especially as a heel, in fact he could be play a great heel; had a great nickname "The Animal", some great memorable moments throughout the years, a great finishing move in the Batista Bomb; great theme music, some cool traits that stand out and obviously has a good believable look. The fact that he's become a crossover star and is starring in big Marvel movies isn't surprising at all. Does anyone think Zayn is starring in big movies in 15 years? Just saying.
Not I know Sami Zayn and Cesaro are still early in their careers, but do they cover all those above boxes? Not really. They're great in the ring, maybe even among the best in the company; but you need more than that and unfortunately those two lack a lot of things.

Cesaro and Sami are two dudes that are over, despite not really having gimmicks. Are they over like AJ, Cena, or KO? Of course not, but you're a complete doofus to not see how the crowd reacts to them during their matches. You don't think much of them like other dudes, cool, but to deny how much the crowd is receptive of them is just you covering your ears and sticking to a point you're failing miserably on. You keep asking a ton of hypothetical questions that have nothing to do with them being very well-liked by the crowd despite their lack of character.
