His vocab is lacking..repeats the same combination of words over a very basic and monotone flow.

That's most emcees you described, who stay in a general area of vocabulary, and he didn't have a "basic and monotone flow" either.
Aesop Rock has the biggest vocab of all emcees, but his flaw is not using that to his advantage for a vernacular anyone could understand in. Pac at times could flash big words when he wanted to, and still connect to the everyday person. Once again, that depended on what type of song he wrote.
His flow styles changed album to album as well, he evolved quickly - giving credence to his songwriting skills.
"California Love", "Me Against The World", "If I Die 2Nite", "Changes" and "Hail Mary", all have completely different flows and vocabulary (which btw has nothing to do with rhythm). A rapper with a "basic and monotone flow", would be someone like MC Eiht, Tyga, Too $hort, Hopsin, etc.
Pac had different flows in verses and in between songs, which doesn't make sense why you said "Basic and monotone".
