You could make an argument for Cedric Maxwell. You can make an argument for Andre Iguodala. You could actually even make an argument for Kawhi Leonard, even though he was clearly on the rise. Joe Dumars, Tony Parker, Chauncey Billups are probably the next tier down/up.
There has never been a truly BAD player or even average player to win a Finals MVP though, at least not in recent times (1980s-forward). All of the players listed before were above average players AT THE LEAST during their title run, and I think Maxwell may be the only Finals MVP ever who never made an All Star team.
