It's not the other way around. Webber has 2 of 15 seasons listed at C, one of them his rookie year and the other his last year in Washington. Webb is a straight up PF by consensus and his peak coincides with just about every other PF we'd name being not only in their prime but in the Western Conference.
Meanwhile, Amare and the Suns pioneered the small ball PF/C (4 straight seasons at C and 7 overall). Most of the accolades you brought up have Amare at C, including the first Knick season where he was getting real MVP talk till Carmelo showed up. The mid-late 00s was minute staggered Duncan and ceremonial All-Star Yao in the West at C. His Knick season his only rival was Dwight.
