That's still relative. Eminem still holds more weight as a rapper. Em's music (in terms of the songs and albums) doesn't hold as much weight, but Eminem is still held in higher esteem as a rapper. Gucci doesn't hold weight in regard to battling or someone that's revered because of skill.

It's relative because there's people who don't belong to any of the groups you listed, but don't listen to Gucci because he's a great lyricist. They aren't trying to hear battle raps from him. If the question of a potential Gucci vs. Eminem battle came into question, it'd be laughed off even by people who bump Gucci religiously. Why? Because Gucci Mane isn't viewed as a rapper who built his base off battling. He built his base by making music for the streets.
Eminem has sent full blown disses to rappers before. He's dissed Benzino and Ja Rule. He's also dissed Canibus.
Rick Ross said something directly about Eminem in an interview. Gucci Mane didn't say anything that could you hear in the verse that's obviously about Eminem.
