That flag was created in 1997 by a breh from Boston. He ain't even from Texas. Plus he had a white woman help him.

My guess is those two young ladies are excelling in school/athletics or whatever else they're doing and the city is recognizing them for it by crowning them Ms Juneteenth without much thought into their lineage.
