Why do poor people knowingly have children?

So basically only people who make a certain amount of money should be allowed to have children.
This is why a lot of poor people are poor, they do shyt without thinking about future consequences
I'm not saying this about all poor people, but there is a good portion who are in their situation that they in because they do things like this

Me and my sister were raised in a single parent household. We grew up poor as fukk, shyt always been hard for us since my pops bounced when my mom was pregnant with my sister. I've never been in any trouble with the law and I got my bachelor's degree last year. My sister is in her second year of College right now. Just because people come from poor backgrounds does not mean you can't rise above that, but it seems some of y'all don't even feel the children of poor people should be given a chance.

So what income bracket should they meet before they can be determined they are allowed to have children?
This is defined differently according to the environment people grow up in.
We can use the federal poverty line as a point of reference, if you fall below that, you probably shouldn't be trying to bring additional human beings onto the planet.
