It's paradox, Goldberg was not a wrestler but an attraction. Basically he was given a WWE 80's Andre type of deal, where they knew he had a limited shelf life. When WWE started to pull ahead, WCW was forced to hasten Goldberg's title reign in order to get it back. So he wins the title, and Goldberg is now stuck because you have make him interesting as a champion; which is where his problem was, he was best as a Chaser, not a Defender of the title.
Although by that time Goldberg started to come back, the WWE pulled away and Goldberg just wasn't important anymore because Russo came in.
Still was important for a few years.
