and also they gave up all pretense of community engagement. Use to know and live in the neighborhoods they patrolled and who to talk to in order to get leads. But now they ship cops from out of town to beat on everyone before commuting back to their own neighborhood.

They don't solve murders because they don't investigate them.
It's that simple.

The brightest people in society for the most part don't join the front lines of law enforcement. Often enough the most volatile, cynical, and apathetic become cops. I read somwhere that its estimated that 40% of law enforcement have been accused of domestic violence. How true that is, I don't know but if true it wouldn't surprise me.

Besides that criminals have gotten smarter.

My former in laws were both cops: onr a detective the other worked in CSI/Forensics. One thing I learned from talking to them... the cops are really really bad at solving crimes. Matter of fact most crimes are solved due to eye witness testimony/snitching, without snitching and now a days video cameras it is nearly impossible to solve a murder.
