Because I re watched the raw episode recently where they specifically mentioned how he had been carrying around the belt doing absolutely nothing with it for months. I know what happened afterwards and apparently the Owens match was the one time he defended it before that. What happened after that got the belt even more prestige, HHH & Owen had a good feud over it which led into their WM match and HHH/DX face turn. Then HHH & Rock(Future Cornerstones of the company) feuded that summer as IC Champ vs European Champ

Nothing you're posting has anything to do with Shawn Michaels somehow elevating the belt. All he did was carry it around so that he could eventually throw it on HHH on some "ok guys look. HHH has gold. You guys should pay attention to him." shyt.

They need to get rid of one mid card title and have some of the top guys and mid carders go after the remaining one. It can't be leigitimised like with what Brock did with WWE championship belt until that happens. Doesn't help that they're going with this "Cena is on the decline so he's going for the US title" angle Feels weak and inconsequential.
