I've heard of this etiquette, but I don't follow it at all. Sounds goofy to me. I think the reasoning is "If you eat the whole plate, that means you'd only eat this food if you were famished". Felt like a reach to me when it was explained to me.

I have heard that as well.

One argument could be is the general "don't want to offend anyone/outdated social "manners" are still present.

Not sure, but if im dropping $100 then it is a clear plate.

The only place you could leave unfinished food is any Chinese buffet. Because you shouldn't be eating anyhow
