I'm certain he's going to start this year, but 1st overall pick should be able to beat out an undraftee and a 3rd round pick at the position. That's a massive payment for a guy who can't start day one.
You're jumping the narrative tho. If Goff comes in the middle of the season and gets some wins no one is gonna care about him being 3rd string right now.
