NC was never a powerhouse in football.
Part of their problem was their unwillingness to adapt to what Texas Football has become; Spread, high octane, often Air-Raid style offense. They literally watched the entire Big 12 (sans KState) become this and allowed super conservative coached like Brown and Strong plop along. Strong at least made attempt to adjust at the end.
Herman's a bright offensive guy so they have a chance. I do find it disappointing that he doesn't want to run the offense himself. Being a good play caller is essentially how guys like him get opportunities like this.
