It doesn't make logistical sense to buy a fleet of trucks that will get very occasional use every couple of years. Remember it's not just the initial cost. You have to have somewhere to store them, cover the cost of keeping them maintained and operationally ready, and have people who are willing and knowledgeable in operating them. And you gotta convince everyone that it's worth investing in.

I'm gonna have to disagree with that. I say prepare within reason. Imo it would be unreasonable to have the same cold weather resources as somewhere like Michigan. In the past we've been able to manage the rare cold weather emergencies. Repairs and loss of services/business may cost some money but if it's =/< a fleet of plows and salt trucks then fukk it. And thing is; even if we had the resources there's no guarantee that it would mitigate this situationId rather have them sitting in random warehouse somewhere than to not have them...
