I disagree with you and it's not because I'm a Yankee fan.
The reason why those late '90s World Series didn't do so well in the ratings was because:
1. The Yankees were expected to win those World Series.
2. Atlanta (who's Braves they faced in 1996 and 1999) isn't a huge market for TV. It's a medium market.
3. The Yanks faced the San Diego Padres in the 1998 World Series. San Diego isn't going to pull in much fans to watch.
Dodgers and Yankees in 2017 would have been ASTRONOMICAL for TV ratings and that's because:
1. New York and Los Angeles are the two biggest TV markets and most populous cities in the U.S.
2. Dodgers-Yankees is a classic rivalry that goes back to the days when the Dodgers were in Brooklyn.
3. The Dodgers and Yankees haven't met in the World Series in 36 years since 1981. That would factor in bringing in ratings.
4. The Yankees and Dodgers would draw in a lot of fair weather fans or even non-baseball or sports fans because it's "LA vs. NY", "East Coast vs. West Coast", "Aaron Judge vs. Cody Bellinger".
5. If the Yankees won the ALCS, Game 3 would have most likely featured Yu Darvish vs. Masahiro Tanaka which would have most certainly gotten basically the ENTIRETY of Japan to watch that game.

Yeah, baseball does a terrible job promoting its stars, Kershaw should be doing commercials and having Cameos on Modern Family and such. Notice how when you watch NBA national TV games, you always see its stars in commercials, same goes for the NFL.
