Not necessarily matriarchal.If we are to go by the First Nations people as an example of what a real true matriarchy looks like, and how it functions then yes! Their matriarchy didn't stigmatize people based on their gender, sex, or sexual identity. Women were allowed to pursue/express their sexuality in the same way that men were. And gender roles weren't forced onto people either. If a woman happened to be a better hunter/fighter then thats what she would be and do. It was all about what was best for her community. Their matriarchy rested upon equal rights for all members of that community where everyone contributed.
Patriarchy, on the other hand, is rooted in European ideas of hierarchy. Europeans forced these ideas (in the most brutal ways imaginable) on all the societies that viewed women as equal. Societies who, in their [Europeans] opinion, were "uncivilized." So, as you can see, matriarchy is much more inclusive and encourages everyone to contribute based on their abilities/skills whereas patriarchy bases how people can contribute on their gender which can be, and is, exclusive.
