Mostly recruited CI's would come from pools of people who are heavy in their respective fields, and have been caught, or were formerly, and are put back in commission to work. They aren't recruiting the average man to fight international drug cartels, like some September release date action movie. Imagine the guy next to you in your office, or workplace being recruited, "Ok, Tim, you are going to go deep cover with these guys, it's a deal for 25 kilos, meets in Tijuana, here's how they work, here are some slang words.....go from there!
