Why would you stay in America?

You would have enough money to turn Africa in a self sustaining economy and offer up financial security for those wanting to return home.

You would literally have enough money to change history. It might not work but you'd have a better chance at changing things than anyone else in history.

Africa was even less developed than most places. You could go there, but that meant exposing yourself to a bunch of organisms your body has never dealt with before and with no expedited medical services(they still don't have that today), and no vaccines since Penicillin wasn't discovered until 10 years later. Your survival would have been a crapshoot.

The entire east was hostile and tyrannical

And europe was in a world war

Modern technology is a pretty big deal. There's nothing about 1917 that I trust. All the money in the world won't save you from a spontaneous electrical fire because your dumbass relative had the toaster plugged in too long. That is the problem with some of us, everything needs to be ready made.

With 1 billion dollars in 1917, you would have enough money to go to an area on the continent that isn't hostile with a team of doctors. With concern over your health, the first thing you would do is build a medical clinic. The second thing you would do is pay the doctors to pass on their knowledge to the people in the community. If you're worried about security, hire a defence force and again have them pass their knowledge on.

You're worried about tyranny in the other parts of Africa, give people an incentive to be at peace. With wars on the horizon, things like coal and iron had a value. You get the people to acknowledge their resources by paying for it and you use that as a springboard to bind them in agreements that make war the least lucrative option.
