It's a drop in the bucket in the grand scheme of things. Its like, you could spend the money to build big things, then you would have to pay for every second that "thing" exists because you will have people working eagerly to destroy it. Like how the federal government has trillions of dollars but rarely gets anything big done. that's sometimes how people respond to radical change. It's really not that much money. Billy Gates could drop every cent of his fortune on something tomorrow and it might barely register. In fact I'm sure that's why he's slow in spending any of it. No matter how much money you spend, you might just not be able to cross that time and culture barrier it takes to have an appreciable effect. It's crazy how some are neglecting the importance of the two. I'm not saying it wouldn't have an effect, I'm just saying, year 1917 is horrible awful timing. Also the depression would sink your battleships very quickly if charity is your main thing. My opinion, you can't put a price tag on progression a century old, not just any century either, literally the most progressive century in human history I dare somebody to disagree

Well the thing is, most billionaires aren't willing to part with their money completely. But 20.89 billion could be used to set up some needed infrastructure, important repairs, fund and grant crucial programs and charities, etc. Of course there's gonna be problems that money can't solve, it's unfortunately how life is. We could buy every homeless person a house. Every recipient of meals on wheels could be covered for life. Families struggling to feed they kids could be getting real meals until they were old enough and actually got jobs of their own. At risk individuals could be helped.
