The Chronic

put's him in the discussion alone. When you add in the work he's put in since then, it'd be hard to argue against him.

RZA gets my vote though. That first run of Wu-Tang albums

fukk what you THINK. FAct is dre topped him in devastating fashion.
Like i said,though i personally thinks dre's beats are waaaaaaaaaaaaaaaaay better,that's opinion and subjective.
It's a FACT that dre ran this shyt for years. Not just commercially but the streets as well. Alot of them albums on your rza list had marginal success and meant very little outside the east coast streets. They've been talked up but really didnt do much at all.
