Satisfactorily: none. Literally: anyone on the roster.

HBK and Davey Boy didn't go wire-to-wire because the writers had them do so, they went wire-to-wire because there was literally no one else who could close out the Rumble in the match.
What an awful, underwhelming match during an awful, underwhelming time in wrestling.
Name one other person in the 1995 Rumble that could've satisfactorily closed out that match.
Your reading comprehension and sense of context needs work.
First: When I said literally, I was referring to someone that was
in the match, as per the bolded. Learn to read before critiquing.
Now, let me break this down for you a bit: Was Eli Blu ever, EVER going to close out that Rumble? How about Jimmy Del Rey? No, never, not in a million permutations of it. In this case, literally and satisfactorily are pretty much equivalent. And if I have to explain to you why that is, then you need to work on your understanding of wrestling dynamics as well.
Who cares about the rest of the roster when it's the Royal Rumble that we're talking about? Was the entire roster in the Royal Rumble in 1995? I think not.
