You could apply that to a good portion of the UK, you can substitute Rascal with Giggs, Joe Black add on as I don't know who their two syllable rapping faves are at the moment.
i don't know many Londoners, i don't even know many black people, i know bare Asians so i'm not surprised the people i know don't know about the Wu
The UK music scene is dead. Only guys I know listening to any sort of garage/grime are the same guys robbing people nowadays.
But the Wu gets love everywhere, over here in Manchester they've got classic Hip Hop nights that still play their music.

I agree they have put out a lot of subpar music. In fact as a group I really only fukks with 36 Chambers, I find the other stuff kind of average. As individual members I honestly haven't listened to their full discography and don't care about them as individuals much (with the exception of Method Man - I've listened to all his stuff). But GZA, Ghostface, Raekwon, Method, and Inspectah have all put out at least one if not multiple solid solo albums.
I don't at all agree that their legacy should be tarnished though. Every rapper puts out worse music as time progresses it seems.
