If the state, or commonwealth, likes their case, they will offer a shyt deal. Some prosecutor may be offering a shyt deal because he/she/it wants this to go to trial to gain exposure. So, you really don't know why this has not been settled through a plea. You also don't know the full extent and amount of evidence against him unless you are the prosecutor and the defense attorney. So sensationalist thread titles are unnecessary.
