In ancient Athens, they used to have a custom, ostracism. At the end of each year everyone would get together and vote on who the single WOAT person in their society was, and that person would be exiled for a period of 10 years from the city, on pain of death if they ever got caught within the walls.
They did this to keep their community and their democracy healthy, and also as a reminder to everybody to make efforts each year to help your fellow citizens and not be a complete bag of worthless shyt. If you helped a few people out and were basically a decent person to the rest, then you could be sure that you wouldn't be voted out of the city. So it was a good incentive to act right.
I would adapt this practice to suit the purposes of The Coli, whereby winners of the annual WOAT awards would be banned for the whole next year. It's a good method for quality control, I think. Besides I never understood why people who win the WOATs actually stick around. I mean everyone has just publicly stated that they think you are a complete disgrace and that your presence here is bad for everybody. I wouldn't want to stick around in any place that makes it clear that I'm not wanted. "Take my talents elsewhere," to where I am welcome, is how I'd deal with it.
