Its not going to happen.

There needs to be concrete, tangible requests from the government and also there would be the understanding that after that, there would never be any further government support.

Many modern Republicans view welfare and other social programs as "reparations"...so unless you're ready to handle THAT backlash, criticism, and sentiment, it would hurt black people a lot more than you think.

I mean covered until graduation. Practically, 6 years to finish with a BA/BS and 3 years for a master's. For doctorates and professional schools; case-by-case basis.
