Reigns acts basically the same, but is generally put in feuds with only faces. That's the way to turn him heel. "These fans are idiots, local sports team sucks!" only goes so far nowadays. The fans like those type of guys within a couple months.
HHH comes back as GM. He always gives Roman opportunities and puts him over, but they never collude together on-screen. NEVER. There's never a reveal, HHH just prefers him because he looks like a star or something. Like how smarks think is happening behind the scenes. Stroman stays heel, stops interacting with Reigns, as they only gets him over as a face. Stroman doesn't lose for the next year, wins the Rumble, faces Brock at Mania, WINS.

AJ moves to Raw. Faces Brock at Summerslam, loses. Brock loses to ROlins at Mania, retires.
Cena, with Hogan's help, beats Jinder, then loses to him in their blowoff match at Summerslam. Cena's traded to Raw for Reigns.
Reigns then feuds with Jinder, with this being the attempt at a face turn that actually works, given how much heat Jinder has at this point. Reigns isn't pandering to the crowd or arguing with Jinder, just defeating someone with a crazy amount of heat. He beats Jinder at Mania 35.
