That's not remotely true. Look at the recruiting classes he got. His year-end rankings and postseason success were FAR better than his recruiting rankings. You can't give boosters credit for someone getting #20 recruiting classes into repeat top-3 year-end rankings.
He introduced something revolutionary to the sport. You saw it the moment he became Oregon's OC - Dennis Dixon went from a part-time starter sharing snaps with Ryan Leaf's little brother to the runaway Heisman favorite. He took a midget Samoan from a JC and had him ringing up 50+ against USC. Had Marcus Mariota looking like one of the GOAT college quarterbacks even when the rest of his offense sucked ass.
Kelly was a good coach and the NCAA and NFL both changed as a result of what he started. He could just never adapt to NFL culture and by the time he got back to college they had already evolved past what he brought. I think he probably would have remained successful if he had stayed in the college game but he was gone too long and they've passed him by.
