Carmelo's offense is less impactful than Draymonds defense. This is not close, he's not in his prime anymore.

23ppg on below league average efficiency, not making people around you better, poor defense isn't more conducive to winning basketball than a guy that plays DPOY caliber defense and makes everyone around him better on both ends of the floor. Rudy Gobert is better than him too, despite not having much of an offensive repertoire.

Hell no. Carmelo doesn't have the tools or motor to be a great defender let alone anchor a top rated defense. And even while committng all of his energy towards offense he's still substandard relative to the elites in this league.

Draymond is a first option on the other end of the floor and has a strong case for best defender in the league. He's led top 5 defenses in each of the past three seasons and his offense while limited is still of high value. Yes he helps Curry, Thompson, Durant and everyone he plays with. it's not hard to see how.

This isn't an offense only comparison. Its totality. Green brings much more to the table than Carmelo in 2017, as does Gobert. Those two aren't superstars but neither is Carmelo. You are severely underrating their defensive impact and overrating Carmelo if you can't understand why they're better.
