The rule should be ,if a tranny has a penis, they are not allowed in female changing rooms ,or to be an inmate at a womens prison. Yes in the UK, a tranny with a history of violence a transexual escort with a functioning penis it uses in it's work, has been allowed to go to a womens prison.

I'm sorry, but a post-op transgender person is not a man/woman, you can mutilate your genitals but that doesn't change who you really are.
