This is true but ultimately the bigger issue is that the black LA workforce at large is FAR from being recession proof, in fact it’s the complete opposite. The home ownership rate will be irrelevant if you don’t bring in enough to pay for gas, let alone pay the mortgage.

I'm in a brand new building just completed in June. It's rent controlled. I live in LA County.

The building before it might have been rent controlled then.

There are approximately 631,000 units in 118,000 properties throughout the City of Los Angeles that fall under this ordinance, including apartments, condos, co-ops, rooming houses, and hotels and motels. Mobilehomes in mobilehome parks are also covered by the RSO. Generally, the RSO applies to rental properties that were first built on or before October 1, 1978 as well as replacement units

The Costa-Hawkins Act, which is basically the reason there is no rent control in most of CA, was passed in 1995 by Republican governor Pete Wilson tho. So did he want Black people to own property?
