If the US federal government knows about a specific plot they can seek to arrest on entry to respective states for crimes against the US, which would fall under FBI.
For the majority of the US it was the opposite, states decided who could enter and be citizens of their state, the federal government handled who could be citizen of the US. there was no ice, no immigration bs, and etc.

Good question. I think that Hispanic political PACs bought the Irish politicians in the City of Chicago decades back. Chicago eventually became a sanctuary city and employers, including temp agencies ended up hiring a lot of illegal immigrants. I don't know how Bill Clinton and NAFTA plays into this, but it seems like there was big wave of Mexican immigrants that hit Chicago back in the to mid 90's.

Things should have been done about this decades back after when another wave of illegal immigrants entered the USA after Reagan nationalized millions of illegal immigrants back in 1986. That was a supposed to be a one time deal.
I don't think that you know what the Government actually knew before stuff occurred. The USA intelligence community knew about the attack on Pearl Harbor before it actually happened. The USA intelligence community knew about the 9/11 attackers and a pending attack before it ever occurred. The government knew about the Orlando shooter before he ever fired his first shot.
Don't assume that because a politician failed to act on something that the intelligence community didn't know that it was going to occur. I have rarely ever read about or so the autopsy on some terrorist act that occurred on USA soil or in any part of the World; that the USA intelligence community didn't first know about in advance. Doing something proactively about it before it occurs is a different story, but knowing about it is something that they almost always are aware of.

If the government knew things were going to happen they could stop things before they were executed, they do not and they regularly fail to do so. So if we are to believe your initial contention that they know before everyone else, we have to accept that they either don't know what you claim or they do know but allow it to happen.
Funny you bring up Pearl Harbor, there are a great deal of people like myself who believe the US knew and allowed it to happen to generate public support for the US entering the war. That said its obvious that if they knew why did they not act?

The US intelligence community is a joke, you just saw a report of a failed raid due to poor intelligence and not knowing the difference between a terrorist outpost and a terrorist headquarters. We can go on about the times the US intelliigence claimed it killed the #2 of Al queda 3 times, how they claimed OBL was in the mountain of afghanistan, when he was supposedly in Pakistan the whole time, when it claimed there was WMDs in Iraq, and I can go on.
Fact is, US intelligence reports can be shared with states and the FBI can act if a potential threat appears in a state and has violated federal law.

The Federal Government sets quotas for immigration but it's way harder to get into the United States legally than Canada. The Provinces in this case give out health cards and provide education to everybody regardless of immigration status. Mostly it is easier to get permanent residency or refugee status in Canada if you'll move to some sparsely populated but economically important region.
