Nobody really gets into hip hop (nor starts to understand its deeper implications) till they're at least a teen. You were 13 in 1998 or 1999. You probably got into hip hop when Eminem came out. The start of your era is Eminem and them.

I heard Snoop, Naughty By Nature, Arrested Development, Hammer, Heavy D, Fresh Prince all the way back in the early, early 90s. It doesn't fukking count.

Hmm, should Dre even be on that list? He's like the ghost of hip hop producers past at this point.

Anyway, with that said, I could remove Timb, Ye in second. Although Ye has his own (great) sound, he's not my favorite sampling producer.
